Mr. Ryan

asked the Minister for Justice if he is aware of the widespread refusal by Dublin landlords to make accommodation available to young married couples with children; and if, in view of that and of the fact that the Dublin Corporation are unable to offer accommodation to thousands of such people, he will introduce legislation to invalidate any restrictions imposed by landlords concerning children.

While I have every sympathy with married couples with children who are in difficulties about accommodation and deplore the attitude of certain landlords in this regard, I think it would be clearly unconstitutional to attempt to compel private persons to provide accommodation or to give priority in lettings to particular categories of persons.
