asked the Minister for Justice if he is aware that On-the-Spot parking fine tickets have been affixed to motor cars parked off the public highway; if this is permissible; if motorists attending services in St. Agnes' Church, Crumlin, will be permitted to use the vacant space adjoining Crumlin Garda station, Dublin; and if he will make a statement on the matter.

I take it that the first part of the question relates to "fine-on-the-spot" notices affixed on 2nd May to two cars parked near the Garda station at Crumlin. This was due to a mistake on the part of the Garda concerned and when the matter came to the notice of the District Officer, he cancelled the notices.

The space in question is not just a vacant space but a lawn attached to the new Garda station and there is no justification for the parking of vehicles on it nor will such parking be allowed. Ample off-street parking space has been provided by the parochial authorities for persons attending Mass in the Church.

Is the Minister aware that one of the people in question could not afford the time to attend the court to contest the matter there and has, in fact, paid the sum of £1 and will the Minister now take steps to see that this sum is refunded to him?

It is in course of being refunded.

Will the authorities take steps now to indicate to the public that parking will not be permitted on this site since people were in the habit of parking there for several years before the station building was recently erected and appear to believe they may still do so?

It should be self-evident that the lawn is not for parking.

Is the Minister aware that the barracks are not surrounded by a lawn but are surrounded in the main by cobblestones and it was on the cobblestones cars were parked?

I will have the matter investigated.
