asked the Minister for Local Government if he will state, with reference to the statistics published in the Statistical Abstract of the number of new houses completed annually, the point in the construction or financing of a house at which it is deemed to be completed; and whether the date on which a housing grant is paid or approved for payment is a factor in determining the year in which a particular house is completed.

New houses built by local authorities are regarded as completed when taken over by the local authorities from the contractors. New houses built by private persons or public utility societies are deemed to be completed on the date of final payment of the State grant. In the case of new houses built by other authorities the information requested by the Deputy is not available in my Department.
