The answer to the first part of the question is in the affirmative.
As regards the second part of the question, the examination of certain aspects of the Report, which, in effect, was intended to form the basis for a comprehensive code to regulate the transport, storage, sale and distribution of all substances which may be classified as poisons, is not yet complete. Following further consultations which have taken place with Comhairle na Nimheanna, however, I expect shortly to be in a position to make regulations giving effect to some of the recommendations in the Report.
