59.

asked the Minister for Local Government if the Alkali, etc. Works Regulation Act, 1906, is still in operation; and if he will state in respect of recent years the nature and number of registration certificates issued annually under the provision in this Act.

60.

asked the Minister for Local Government the total number of industrial processes under registration by reason of specific anti-pollution environment legislation.

61.

asked the Minister for Local Government if there are any industrial manufacturing concerns disseminating noxious materials in the environment who are not registered or under permit; and, if so, if any assessment has been made of their number.

62.

asked the Minister for Local Government whether section 10 of the Local Government (Sanitary Services) Act, 1962, has been brought into force; and whether he has as yet made any regulations under this section so as to protect public health and community amenity from the dangers and objections of atmospheric pollution.

I propose with your permission, a Cheann Comhairle, to take Questions Nos. 59, 60, 61 and 62 together.

With your permission also, a Cheann Comhairle, I propose to circulate with the Official Report a tabular statement setting out certain information sought in questions Nos. 59 and 60.

The Alkali, etc, Works Regulation Act, 1906, is still in operation. The number of certificates of registration issued in recent years and the processes covered are as shown in the statement. The Act referred to contains the only specific controls on the emission of noxious fumes and gases from industrial manufacturing processes at present in operation. I am not aware of any industrial manufacturing concern disseminating noxious materials coming within the ambit of the Act which is not registered under the Act.

Section 10 of the Local Government (Sanitary Services) Act, 1962, has not yet been brought into force. Regulations in regard to the heavier smoke emissions and to nuisance from the emission of smoke, dust, grit or gas have been drafted and are now at a final stage of preparation. I propose to bring the section into force simultaneously with making the regulations.

Could the Minister say if that applies to liquid concrete mixers?

It applies to the emission of dust or grit and if that occurs in association with projects such as the Deputy mentioned it would be governed by the section.
