asked the Minister for Education if he is aware that many principals, vice principals and other teachers receive payment of allowances, including children's allowances, in arrears; why there are delays on the part of his Department in making such payments, if he is aware that such delays cause embarrassment to the teachers in question; if he will have steps taken to ensure that all future payments of allowances are punctual and in full; and, if not, why.

Because of the comparatively large number of changes in the rates of salary and allowances for teachers which occurred during the past year, it happened on a few occasions that the payments of all allowances were delayed. It is inevitable when the new scales of salary and allowances are introduced particularly if they are introduced retrospectively that there will be some delay in making payments at the new rates. Steps have been taken to eliminate delays or where such is not practicable to confine them to the shortest possible period of time.
