asked the Minister for Local Government if, in regard to housing, Departmental sanction is required in general for (1) selection of site, (2) plans, (3) tenders, and (4) loans; and whether he will eliminate unnecessary delays arising therefrom.

Housing authorities do not require my sanction to the acquisition by agreement of housing sites which comply in general with recommended standards. Because of the need to maintain close control on building costs, the agreement of my Department to plans and to the acceptance of tenders for housing schemes is necessary. My sanction to the borrowing of money for housing purposes is required. Procedures for the documentation and submission of proposals for local authority housing schemes are kept under review and it is intended, subject to the requirements of my overall responsibility for the control of local authority housing, to maintain the present trend towards progressive reduction in the amount of detailed control operated by my Department.
