asked the Minister for Local Government whether he is satisfied that the disposal of domestic and industrial waste in dumps located beside Dublin Bay is controlled tipping as understood by health authorities in other countries and by the Institute of Public Health in the United Kingdom.

The disposal of domestic and industrial waste is a matter for the local sanitary authorities concerned—in this case, Dublin Corporation. I am assured by the corporation that the measures used in tipping at Dublin Bay are on a par with methods of controlled tipping generally accepted in Britain. I am satisfied that every effort is being made by the corporation to minimise nuisance from tipping in this area—for example, in the current financial year they spent approximately £17,000 in constructing an embankment in the sea around the tipping area to ensure that dumped materials do not escape.
