asked the Minister for Local Government what formal or informal committees are at present in existence in his Department; the terms of reference of such committees; when they were set up; the cost to date; and when it is expected that the reports of such committees will be available.

The information sought by the Deputy is in the form of a tabular statement which, with your permission, a Cheann Comhairle, I propose to circulate with the Official Report.

1. UNESCO International Hydrological Decade Committee Committee

The objectives of this international Committee are to accelerate the study of water resources with a view to their rational management in the interests of mankind.

The National Committee was set up in December 1964 to pursue the objectives of the programme in this country.

Cost to date is £1,158.

The Committee will not be in a position to furnish a final report until the end of the Decade which will be in 1975.

2. Management Services Committee.

Terms of reference are “to study and report on the need for management consultancy services for local authorities and to make recommendations as to the cost arrangements for the provision of such services.”

It was set up in December, 1969.

No extra costs are involved.

No firm indication can be given at this stage as to when a final report will be available.

3. Inter-departmental Working Group on Air and Water Pollution

To examinei) the nature and extent of the problems of air pollution and water pollution;

This Committee was set up on 18 December, 1970.

No extra costs involved to date

It is not possible to state when a report will be presented.

ii) the different remedial strategies that might be adopted;

iii) the cost of the various strategies;

iv) how this cost might most appropriately be divided as between the State, the local authorities and the private sector including industry;

v) the adequacy of existing legislative controls and the need for fresh legislation.

4. Committee of Inquiry into the Dublin Taxi Trade.

i) To review the regulations relating to small public service vehicles with particular reference to factors relating to the livelihood of taximen in the Dublin taximeter area.

Committee was set up on 29 January, 1971.

There is no extra cost involved to date.

It is not possible to state when a report will be presented.

5. Committee on Building Land Prices

To consider, in the interests of common good, measures for i) controlling the price of land required for housing and other forms of development;

This Committee was set up on 3rd of February, 1971.

Cost to date is approximately £250.

It is not possible to state when a report will be available.

ii) ensuring that all or a substantial part of the increase in the value of land attributable to the decisions and operations of public authorities (including in particular, decisions operations relating to the provision of sewerage and water schemes by local authorities) shall be secured for the benefit of the community. To report on the merits and demerits of any measures considered, with particular reference to their legal and administrative practicability.

To advise on what changes in the present law may be required to give effect to any measures recommended.
