asked the Minister for Foreign Affairs if he will urge Soviet authorities to assist in the improvement of East-West relations by removing obstacles to emigration.

The Soviet authorities are already fully aware of the Government's views on freedom of travel and the right of the individual to emigrate. These matters are at present being considered by the Conference on Security and Co-operation in Europe where Ireland, together with other countries especially our partners in the Nine, are urging on the Soviet Union and the other East European countries the importance of minimizing restrictions in this field both on humanitarian grounds and as a contribution to the improvement of East-West relations.
