The person concerned applied on 12 December 1977 for a qualification certificate which is a necessary requirement for entitlement to unemployment assistance. Following investigation of his circumstances a deciding officer held on 5 January 1978 that he was not entitled to a qualification certificate on the ground that his means calculated in accordance with the Unemployment Assistance Acts exceeded the statutory limit in his case. His appeal against this decision was disallowed by an appeals officer on 14 March 1978.
