asked the Minister for Industry, Commerce and Energy the present position with regard to the establishment of industry at Blarney, County Cork.

The Industrial Development Authority are actively promoting the Blarney area with a view to securing the establishment of new industry there. In particular the authority are continuing to seek a project suitable for location in the former woollen mill premises along with the project already established there.

I understand that the authority are also currently engaged in negotiations for the acquisition of an industrial site in Blarney which, if successful, will increase the attractiveness of the area from the point of view of prospective industrialists.

asked the Minister for Industry, Commerce and Energy (a) the estimated number of jobs that will be created in each of the years 1978, 1979 and 1980 arising from IDA job approvals; and (b) if he will give details of the method by which these estimates are derived from IDA past or projected job approvals.

The IDA Industrial Plan 1977-1980 which has been published by the Industrial Development Authority, estimates that a total of 49,500 jobs will be created between 1977 and 1980 from IDA job approvals; 47,000 of this total relates to manufacturing industry and 2,500 to grant-aided services projects. The phasing of these jobs will depend in the main on economic circumstances and it is not practical at this stage to make estimates for individual years.

Estimates of future job creation are composed of two elements. The first is the number of jobs to arise from projects already approved. This is estimated mainly by reviewing individually the progress of the various projects. The second element is the number of jobs to arise from projects to be approved during the planning period. Past performance is the guideline used to project when these jobs will actually be created.

asked the Minister for Industry, Commerce and Energy (a) the actual volume of gross employment creation arising in each of the last ten years from IDA job approvals; and (b) the number of these jobs in each year derived from job approvals in each of the years 1963 to 1977 inclusive.

The information requested by the Deputy is not available. Apart from the fact that the annual measurement of gross changes in manufacturing employment was first undertaken by the Industrial Development Authority in 1973 it is not possible to relate employment creation to job approvals except in the case of newly established firms.

However, an analysis of the new projects which can be related directly to IDA grant approvals shows that approximately 60 per cent of job approvals are translated into actual jobs in the five years after the year of approval.
