asked the Taoiseach if he is aware of concern among local government employees, that since county managers started sitting on interview boards for vacancies for senior posts in their own counties, a disproportionate number of vacancies have been filled from within the counties concerned to the extent that officials are now reluctant to apply for vacancies outside of their own counties; if he will consider reviewing the practice of county managers sitting on interview boards for senior vacancies in their own counties; and if he will make a statement on the matter.

I take it that the Deputy's question refers to vacancies filled on the recommendation of the Local Appointments Commissioners. The constitution of interview boards in connection with such appointments is a matter within the competence of the commissioners and it would not be proper for me to interfere with their discretion in this matter. However, I understand that the commission are at present engaged in a review of their practice of representing the employing authorities on interview boards and they have assured me that the views of all interested parties will be very carefully weighed in connection with that review.
