asked the Minister for Justice if he will arrange for non-nationals to give an undertaking to the effect that they will support themselves and will not be a burden on the state before they enter this country.

Limerick East): The arrangement suggested in the question would not be practicable. Citizens of member States of the EEC have the right to come here to seek employment. In the case of other aliens, the law empowers an immigration officer to refuse leave to land to a person if he is satisfied that the person cannot maintain himself here and that power is exercised as the occasion arises.

It is always possible that an alien who has been admitted here may run out of funds. The question of the entitlement of aliens to monetary or other State benefits while here is not, of course, primarily a matter for me.
