asked the Minister for the Environment when regulations will be published under the Local Authorities (Officers and Employees) Act, 1983, to allow for the appointment of certain town clerks directly by county managers; if he is aware that a number of positions have been left vacant because of the failure to publish these regulations; and if he will request local authorities to use the normal procedures of the Local Appointments Commission to fill the vacancies until such time as the regulations are made.

I propose to make the necessary order to bring the Local Authorities (Officers and Employees) Act, 1983, into operation in the near future. I am aware that there are a number of vacancies in posts of town clerk throughout the country. The bringing of the Act into operation will enable these posts to be filled locally by public open competition.
