Work on the preparation of a Green Paper on the Health Services is currently in progress in my Department. This is a comprehensive discussion document which will cover the main issues of concern in the health services for the foreseeable future. Some fundamental issues being examined include the financing and organisation of the health services and the structure by which they are delivered. Preparation of this document has demanded a greater commitment of resources and time than had originally been anticipated. I intend to publish it this year, in the hope that it will stimulate a serious and informed public debate on the many issues involved.
