asked the Minister for Health if he will name the buildings for the mentally handicapped which have been built and are not in use because they do not have the staff.

The following is a list of purpose built facilities which have been provided for mentally handicapped people and which because of the current restrictions on recruitment in the public sector and the lack of development funds are not operational. I have also supplied the approximate dates (in brackets), on which the facilities were structurally completed. It will, however, be appreciated that furnishing and equipping the building would take some further time and that none of the services could actually have commenced on the dates supplied.
