asked the Minister for Health the reason the disabled person's maintenance allowance that will be granted to a person (details supplied) in Dublin, has only been granted from 10 May 1985 and not from the date of application in November 1984.

Payments to the person in question commenced with effect from 10 May 1985, which was the date on which consideration of the case was completed by the Eastern Health Board's local office and submitted to the programme manager community care for approval.

I am satisfied that the practice in certain cases of delaying payments until a period after the date of initial application is not in accordance with the regulations governing the scheme. Accordingly, my Department has now written to all health boards instructing that payments of disabled person's maintenance allowance to eligible persons should commence with effect from the date of application.
