asked the Minister for the Environment if he will recommend to local authorities that GAA grounds be exempt from development charges because of the contribution they are making to the youth of the country in the provision of sports facilities.

It is a matter for each planning authority, in granting a permission for development, to decide whether to attach conditions requiring a contribution towards any expenditure that was, or is proposed to be, incurred by it in respect of works facilitating the proposed development. The income generated from such contributions meets only a small fraction of the costs incurred by local authorities in providing necessary infrastructural services. I recognise the valuable contribution the GAA are making to the youth of the country but I consider that it can best be left to each planning authority to decide whether a contribution condition should be attached in any particular case, having regard to all relevant local circumstances and the nature of the particular development proposals.
