asked the Minister for Agriculture the new services under advertising and publicity for 1986 estimated to cost £403,000 (A5) versus £310,000 (1985); and the cutbacks in services which will take place under A6 consultative councils, inquiries and reports due to the financial cuts from £73,000 in the 1985 Estimate to £39,000 in the 1986 Estimate.

The 1985 provision for subhead A5 (advertising and publicity) was £375,000 but the provisional outturn of expenditure is £310,000. The underspending against the provision arose from a lower level of TV advertising than had been anticipated. The 1986 estimate of £403,000 is based on the normal pattern of advertising and publicity activities for recent years with allowances being made for price increases and inflation where appropriate.
The reduction in subhead A6 — consultative councils, inquiries and reports —for 1986 arises mainly from the fact that expenditure in respect of the Commission of Inquiry into the Thoroughbred Horse Industry will be greatly reduced this year.
