asked the Minister for the Environment if he is aware (1) of the urgent need for the extension of the Limerick city boundary; (2) that because of the present constraints in the city, the city authorities are seriously restricted in generating revenue for the proper administration of the city; (3) of the report of the Commission on the Electoral Boundaries which suggested that the boundary revision should be examined in the wider context of Counties Limerick and Clare; if he will take the necessary measures to extend the boundary; and if he will make a statement on the matter.

I am aware of the problems which can be caused by unduly restrictive urban boundaries and I appreciate the position in relation to Limerick city. The report of the County and County Borough Electoral Areas Boundary Commission published in February 1985 recommended that a thorough review of the situation in Limerick should be put in hands to seek a resolution of the problem. The subsequent policy statement entitled "The Reform of Local Government" anounced that the Government had decided to set up an independent statutory boundary commission to review all urban boundaries (including county borough boundaries) and to make recommendations taking due account of all the relevant implications. Legislation which is at present being prepared in my Department in relation to the general reorganisation of local government structures will provide for the setting up of the boundary commission.
