Written Answers. - Kerry Group Water Supply Scheme.

212.

asked the Minister for the Environment the present position regarding the application for payment of grants for the group water supply scheme at Rathbeg, Rathmore PO, County Kerry; and if he will make a statement on the matter.

My Department have asked the group to supply information on the layout, cost and membership of this scheme. On receipt of this information, the allocation of State grants will be considered further.

213.

asked the Minister for the Environment when payment of a house improvement grant will be made to a person (details supplied) in County Offaly.

The grant will be paid as soon as possible.

214.

asked the Minister for the Environment when approval will be given for the construction of houses (details supplied) in County Wexford as submitted by Wexford County Council; and if he will expedite approval in this case in view of the urgent need for housing locally.

The layout, house type and cost plan for these houses are currently under examination in my Department. The local authority will be notified of the outcome in due course.

asked the Minister for the Environment if a person (details supplied) in County Waterford who received approval for a house improvement grant has had the amount of his grant increased, as requested.

Approval has issued to an increase in the grant.

216.

asked the Minister for the Environment if he will pay a £2,250 new house grant to a person (details supplied) in County Waterford in view of the special circumstances obtaining in this case and the severe hardship it will cause by non payment.

A decision as to whether a £2,250 new house grant is payable must await the receipt of additional documentation recently requested from the applicant.

asked the Minister for the Environment the reason a person (details supplied) in County Cork has not yet received approval for a house improvement grant even though his application was submitted in November 1986 and was stamped and received in his Department on 4 December 1986.

Grant approval issued to the applicant on 13 February 1987.

218.

asked the Minister for the Environment when a house improvement grant payment will be made to a person (details supplied) in County Wexford.

The grant will be paid as soon as possible.

220.

asked the Minister for the Environment his requirements, as evidence, of a legally binding and irrevocable commitment on foot of a legitimate expectation that a £2,250 builder's grant would be paid.

I will accept as such evidence an irrevocable contract to purchase or build a house or to purchase a building site, or evidence of payment of the purchase price or of an appropriate non-refundable deposit.

asked the Minister for the Environment if a person (details supplied) in County Kildare qualifies for a new house grant for which he applied some time ago.

A decision as to whether a £2,250 new house grant is payable must await the receipt of additional documentation recently requested from the applicant.

asked the Minister for the Environment when a house improvement grant will be paid to persons (details supplied) in County Kildare as work was completed in August 1986 and inspected and passed in early February 1987.

The grant will be paid within the next few weeks.

asked the Minister for the Environment the current level of approval for the house improvement grant to a person (details supplied) in County Wexford.

A grant amounting to £1,978 was notified to the applicant on 17 December 1986.

224.

asked the Minister for the Environment when a £2,000 house improvement grant will be paid to a person (details supplied) in County Wexford whose application was approved in June 1986.

The grant will be paid within the next few weeks.

225.

asked the Minister for the Environment whether grants will be paid to persons who have entered into a contractual commitment to purchase houses before 27 March 1987 on foot of a legitimate expectation that the £2,250 grant would be paid, but who had not up to that time made formal applications to his Department on the advice of their solicitors that it was unnecessary.

If a legally binding and irrevocable commitment had been entered into on or before 27 March 1987, the £2,250 will be paid provided the other requirements of the grants scheme are fulfilled.

226.

asked the Minister for the Environment the present position of a person (details supplied) in County Dublin as regards payment of a mortgage interest subsidy who had occupied his house one year ago; and whether his position has been altered by the recent Government decision on house grants.

The application is unaffected by the recent Government decision on housing grants. Payment of the first instalment of the mortgage subsidy will be made when the person named submits his claim form duly certified by his lending agency.
