asked the Minister for Education in view of the delay in the planning of the new Wexford town vocational school in Wexford town: (1) if it has been directed that the plans are prepared in different stages and not presented as a total package for approval; (2) if it is taking three months to approve each of the four stages; (3) if she is committed to providing the necessary funds this year; and (4) if she is aware of the appalling working conditions for teachers and pupils; and if she will make a statement on the matter.

All major second level school building projects have to be planned in accordance with the design team procedures operated by my Department. The operation of these procedures is an essential prerequisite to the attainment of acceptable architectural standards in, and cost effectiveness in, the construction of post-primary school building projects.

I am aware of the condition of the school which the proposed extension is intended to improve. The stage 3 submission (developed sketch scheme) is awaited in the Department.

Having regard to the time necessary to complete architectural planning the question of the allocation of funds for construction does not arise in the current year.

The rate and the extent to which all large capital projects can proceed must be reviewed in the context of the capital resources available and of long term future needs having regard to current demographic trends.
