asked the Minister for Communications the proposals, if any, he has for an increase in the cost of a television licence; and if he will make a statement on the matter.

RTE have sought an increase of £2 on both colour and monochrome television licence fees. Having regard to RTE's current satisfactory financial position and the fact that the charges for services provided by other commercial State-sponsored bodies are being held at 1986 levels or have been reduced, I cannot see any justification for an increase in television licence fees at this time and am, therefore, refusing the application for an increase.

Does the Minister have any plans or proposals to allow RTE collect the licence fees which have been collected by An Post to date?

That is a separate question.

As the Deputy will be aware, An Post collect licence fees on behalf of RTE. RTE have made a strong case to be allowed to collect them themselves. However, An Post have been making very strong efforts to improve the level of collection. I have indicated to them they have a further year, at which date the matter will be reviewed again.

On a point of order, a Cheann Comhairle, may I ask you how you intend to divide the time between Questions to the Department of Communications and to the Department of Energy?

How is it intended to divide time between Questions to the Departments of Communications and Energy?

I propose calling Questions to the Minister for Energy at approximately 3.14 p.m.
