A claim under the farm modernisation scheme for grant payment of £4,600 has been received and will be paid as soon as practicable. All claims under the scheme are dealt with strictly in order of receipt. Due to existing budgetary constraints there may be some delay in making grant payments.

A claim under the farm improvement programme for grant payment of £2,522 has been received and will be paid as soon as practicable. All claims under the programme are dealt with strictly in order of receipt. Due to existing budgetary constraints there may be some delay in making grant payments.

asked the Minister for Agriculture and Food if his attention has been drawn to the delay in inspections for headage payments in the west County Cavan area; if his attention has further been drawn to the fact that dockets from factories or from the marts for heifers are not being accepted by the inspectors; if his attention has been drawn to the loss of income to farmers as a result of this delay in the severely handicapped areas; the measures if any, he proposes to take to eliminate this serious problem; and if he will make a statement on the matter.
To date, 75 per cent of headage applicants in County Cavan under the disadvantaged areas schemes have been inspected compared to 67 per cent at the same time last year. I have arranged already for the granting of a concession to headage applicants in severely handicapped areas in respect of male cattle sold on or after 10 August 1987 at marts or licensed meat export premises.
In view of this and having regard to the satisfactory progress of inspections special arrangements for the remaining applicants whose herds have not yet been inspected would not be warranted. However, in view of recent adverse weather conditions in Border counties the situation is being kept under review.
