asked the Minister for Labour if youth initiatives, that is, projects created and managed by young people for young people are eligible for funding under the Teamwork programme; if the rule that no member of a sponsoring group can be employed in that project applies to such youth initiatives; and if he will make a statement on the matter.

Under the Teamwork scheme voluntary non-profit-making community based organisations such as youth or community associations who are unconnected with statutory bodies and which have primarily social or cultural objectives can participate.

It would be inappropriate for any member of a sponsoring organisation to be employed under a scheme for which the sponsoring organisation had responsibility.

asked the Minister for Labour if organisations which receive funding under the community enterprise programme are eligible for Teamwork programme assistance; and if he will make a statement on the matter.

The purpose of the Teamwork scheme is to assist local voluntary non-profit making organisations provide worthwhile temporary community-based employment on projects of a finite nature, which would not otherwise be undertaken, for the mutual benefit of both the young persons concerned and their communities. Any project of a commercial nature under, for example, the Community Enterprise Programme, is excluded. As the Deputy will be aware there are other programmes operated by the manpower authorities designed to promote community enterprise.
