Written Answers. - Air Transport of Dangerous Materials.

asked the Minister for Tourism and Transport if his attention has been drawn to a recent report (details supplied) that dangerous radio-active materials such as plutonium are being transported through our air-space and the action, if any, he proposes to take in this regard.

I have seen the press report in question which related to a proposed arrangement to transport plutonium from the UK and France to Japan. I have had inquiries made about the planned transport arrangements and I understand that such transport will be subject to consultation with countries proposed to be overflown. I understand that the aircraft are for the most part likely to use polar routes which would not take them over Irish territory.

Under existing legislation the carriage of dangerous goods by air through Irish airspace is permitted only where the carriage is done in accordance with the strict internationally agreed instructions drawn up by the International Civil Aviation Organisation. Under these instructions, the transportation by air of dangerous substances, including plutonium, is permitted only in very small quantities and subject to stringent packaging conditions.

I propose to continue to monitor developments in this matter and I can assure the House that if developments should pose any risk for this country I will have no hesitation in taking the necessary steps, under existing Irish legislation, to prohibit transportation by air of dangerous substances through Irish airspace.
