asked the Minister for Industry and Commerce if he will outline the general structure of management and other systems now in place within his Department to ensure satisfactory achievement of industrial targets; the specific way in which such systems differ from what was in place, for example, three years ago; whether he has satisfied himself that adequate systems of management by objectives are in place within his Department; and in that context, the way in which rewards and incentives for special achievement are allocated.

My Department is pursuing its industrial targets within the context of the Government's Programme for National Recovery which aims at the creation of about 20,000 extra manufacturing jobs on average each year over the next ten years.

The major mechanisms for achievement of this target are the industrial policies and programmes developed by my Department and which are being implemented by the promotional State agencies. In addition, sectoral strategies to promote growth in key areas of industry are being developed under the aegis of my Department.

Since 1986 my Department has been operating a management by objective system. I am satisfied that this more formal management system will ensure that the Department's industrial policy objectives which clearly derive from Government policy initiatives, will be pursued in the most effective manner that will contribute to achievement of the Government's economic objectives.

With regard to the question of rewards and incentives for special achievement, these have not, as yet, been introduced. The Deputy will probably be aware from a previous reply by the Minister for Finance that he has the matter of introducing performance related pay under review.
