asked the Minister for the Environment, in relation to the compulsory vehicle test for heavy commercial vehicles and trailers, in respect of each year from 1983 to 1987 (i) the number of authorised testers (ii) the receipts from fees for appointment as authorised testers (iii) the receipts from fees for the issue of certificates of road-worthiness and duplicate certificates by motor tax offices and (iv) the number and categories of personnel employed by local authorities in the supervision and administration of the testing scheme and the total cost of the salaries and expenses of the personnel concerned.

As regards (iv) of the question, one officer is employed by Dublin Corporation on a full time basis and about 59 local authority personnel are employed in the supervision of the vehicle testing scheme as part of their local authority duties. The corporation officer engaged in supervision, on a full time basis, is an Inspector in the Mechanical Section. The other employees are generally machinery yard supervisors working under the supervision of senior executive engineers.
The administration of the scheme is carried out by local licensing authorities as part of the overall functions of motor tax offices. The number of administrative staff employed is estimated to be equivalent to four full time clerical officers (Grade 3).
