I am not satisfied that there is sufficient evidence to support a general policy of having annual medical check-ups for medical card holders or other large groups in the population. I am satisfied that existing patterns of patient consultation with general practitioners provide adequate opportunity for doctors to initiate such checks or testing as are appropriate for the different categories of patients.
