Ceisteanna—Questions. Oral Answers. - Employment Office Facilities.

12 Mr. Gilmore asked the Minister for Social Welfare the steps he is taking so that facilities and conditions in employment offices located in premises other than those under the direct control of his Department are of an acceptable level; and if he will make a statement on the matter.

My Department's service to the unemployed is provided through 51 offices staffed by officials of my Department and 79 branch employment offices where the managers are employed under a contract of service. In the case of these branch offices the managers provide the premises and staff necessary to operate the service.

I am satisfied that the facilities at the majority of the branch employment offices are of a reasonable and acceptable standard. I am aware that there are a number of offices where improvements are required. At my request my Department have undertaken an examination of branch office premises where improvements appear necessary and discussions are underway with the branch managers in question. I am satisfied from the response to date from the branch managers that such improvements will take place on a mutually agreed basis.

I welcome the Minister's assurances but he seems to indicate that certain offices are not up to scratch. It is of paramount importance that we respect the dignity and privacy of the recipients of social welfare payments. Would the Minister not agree that in rural areas welfare payments are administered in pubs, shops and in some cases in private homes and that this raises the question of the dignity and privacy of the recipients of social welfare payments? Would the Minister agree that there is a need for immediate modifications in this area?

As I said, a number of areas need attention. Currently these matters are receiving attention.

I am making a number of improvements in the national fuel scheme from the start of the next heating season. The national fuel scheme applies to persons in receipt——
