Written Answers. - Local Government Pension Scheme.

121 Mr. R. Bruton asked the Minister for the Environment his views on the anomaly in the post-1977 pension scheme for general operatives of local authorities under which high rate of contributions made prior to becoming established are not refunded, nor are the years of service in question calculated as giving full pension rights for those years; and are treated as if those years were co-ordinated with the old age pension payable by the Department of Social Welfare.

A revised local government pension scheme introduced co-ordinated pension arrangements for employees with effect from 27 May 1977. These arrangements, which are set out in the Local Government (Superannuation Revision) (Consolidation) Scheme, 1986, provide that an employee who is fully insured obtains full pension benefit for service prior to that date while pension benefit for service after that date is co-ordinated to take account of entitlement to a social welfare old age contributory pension.

I would like to add that co-ordination does not apply to established servants employed in the Dublin area who are not fully insured. The position referred to by the Deputy should not, therefore, arise. If, however, he wishes to supply additional details, I will have the matter examined further.
