Written Answers. - Location of Council Tip-head.

58 Mr. Spring asked the Minister for the Environment if he has received a recommendation from Kerry County Council that a proposed tip-head be located at Clahaneaneagle, Tralee, County Kerry; if so, the date on which it was received; and if his Department has responded to the council.

Installations for the disposal of industrial and domestic wastes automatically require environmental impact assessment (EIA) where they exceed a specified threshold; they may require EIA where the competent authority considers that a development, while not exceeding the threshold, would be likely to have significant effects on the environment.

The Minister for the Environment is the competent authority for EIA purposes in relation to development by local authorities.

In a recent circular letter local authorities were informed that in view of the special environmental sensitivity of waste disposal projects, there should be consultation with my Department about all such projects. In pursuance of this instruction Kerry County Council submitted information on 13 September 1990 on a site at Clahaneaneagle and was informed by my Department on 12 October 1990 that an environmental impact statement would need to be prepared. It is understood from the council that this site is one of a number being considered for possible development as a landfill site.
