Written Answers. - Uninsured Drivers.

Ceist:

84 Mr. R. Bruton asked the Minister for the Environment whether he has satisfied himself with the present provisions whereby uninsured drivers who suffer loss, other than personal injury, are left uncompensated; and if he will take measures to speed up the extension of the motor insurance bureau in such instances.

I take it that the question relates to the position of innocent victims of road accidents involving uninsured drivers. In 1988, I signed a new agreement with the Motor Insurers Bureau of Ireland (MIBI) which provided for significant improvements in the relevant compensation entitlements and procedures. The agreement provides for extension of MIBI compensation to property damage arising on or after 31 December 1992. This operative date was decided on to phase in the impact of MIBI compensation inprovements on motor insurers (who fund the MIBI) and, consequently, on premia paid by insured motorists and I have no proposals to modify it.
