Adjournment Debate Matters.

I wish to advise the House of the following matters in respect of which notice has been given to me under Standing Order 20 (3) (a) and the name of the Member in each case: (1) Deputy Andrew Boylan — the extreme annoyance of farmers in Cavan-Monaghan at the continued delay in announcing the extension to the severely handicapped areas and the statement by the Minister for Agriculture and Food that payment in the new areas would commence this year; (2) Deputy Michael Kitt — if the Minister for Agriculture and Food has been given a report on the difficulties in providing effluent services at the Sugar Company site at Airglooney, Tuam, County Galway; (3) Deputy Joe Doyle — the impending closure of Aston House Law Centre, Aston Place, Dublin 2; (4) Deputy Alan Dukes — the need to treat Scoil Mhuire, Ballymany, Newbridge, County Kildare, as a school serving an area of disadvantage; (5) Deputy Seán Ryan — the crisis in Holy Family junior national school, River Valley, Swords, where up to 140 children may have to be refused entry in September 1991 due to the lack of accommodation, (6) Deputy Sean Barrett — the escalating level of vandalism in the Ballybrack-Killiney area which was highlighted last weekend by the burning of seven cars in the driveways of people's houses; (7) Deputy Pat McCartan — the failure of the Minister for Justice to appoint new members to the Legal Aid Board and the consequent inability of the board to carry out their functions; (8) Deputy Mary Flaherty — the looming crisis in the home help service in Dublin and elsewhere as a result of the impact of the new part-time workers Bill and delays in funding the service which are requiring local voluntary organisers to carry large overdrafts; (9) Deputy Jimmy Deenihan — the developing crisis in the youth service because of the cutback in funding for youth organisations for 1991 resulting in the loss of over 30 jobs to date and the curtailment of programmes; (10) Deputy Liam Aylward — the closure of the employment office at Castlecomer in County Kilkenny; (11) Deputy Roger Garland — the allocation of a licence for the removal of sand from Dogs Bay Beach at Roundstone, County Galway; (12) Deputy Liam Hyland — the scandal of the continuing intervention storage of food in the face of world hunger; (13) Deputy Richard Bruton — the right of An Bord Pleanála to grant planning permissions which are in breach of the development plan which was democratically arrived at; (14) Deputy John Browne (Wexford)— the problem of 200 itinerant horses roaming wild and out of control on the streets of Enniscorthy destorying public and private property; and (15) Deputy Tony Gregory — the deteriorating heroin problem in Dublin which is again rapidly approaching crisis proportions in some areas of the inner city and suburbs.

I have selected for discussion the matters raised by the following Deputies: (1) Deputy John Browne (Wexford), (2) Deputy Seán Ryan, and (3) Deputy Jimmy Deenihan.
