The Department of Finance have overall co-ordinating responsibility for the implementation of three programmes under the Community Support Framework for Ireland 1989-1993. These are the special Border areas programme, (phase II commenced in 1987), the textiles areas programme, (commenced in 1986) and the CSF technical assistance programme. In addition they also co-ordinate the applications for European Regional Development Fund assistance in respect of pre-1989 projects which are still in the process of being completed.
Most of the expenditure under these programmes/actions takes place under the aegis of other Government Departments with specific sectoral responsibilities — mainly the Department of Industry and Commerce — but are presented here in view of my overall co-ordinating role. There is no double counting with respect to the reply by the Minister for Industry and Commerce to a similar parliamentary question put down by Deputy Quinn for answer today.
