Madeleine Taylor-Quinn

103 Mrs. Taylor-Quinn asked the Minister for Social Welfare if unemployment assistance plus arrears will be paid forthwith to a person (details supplied) in County Clare.

A deciding officer assessed the means of the person concerned at £19.30 per week from 20 February 1991. The means are derived from the net yearly value of his holding. The person concerned appealed against his decision to the independent appeals office and, following an oral hearing of his case, an appeals officer reduced the assessment to £10.80 a week from 20 February 1991. This assessment entitled him to payment at the weekly rate of £44.20. All arrears due were paid to him in the week ending 11 December 1991.

The person concerned commenced a FáS course recently.

104 Mrs. Taylor-Quinn asked the Minister for Social Welfare if he will issue payment of unemployment assistance to a person (details supplied) in County Clare forthwith.

The person concerned claimed unemployment assistance payments for periods from December 1975 to 30 January 1989. He made a repeat claim on 16 October 1991 and requested permission to sign the unemployed register retrospectively for periods covering April 1989 to March 1990, May 1990 to March 1991 and May 1991 to October 1991 on the grounds that he thought the Department's local office would have been aware that his employment with Coillte Teoranta had ceased during these periods.

As the person concerned had signed on for previous occasions prior to April 1989 while he was unemployed and would have been aware that this was necessary to prove unemployment, his excuse for failing to sign during the periods in question did not appear valid and was not accepted. He is currently in receipt of unemployment assistance at the weekly rate of £46.80 being the appropriate maximum short term rate of £50 less means of £3.20.

105 Mrs. Taylor-Quinn asked the Minister for Social Welfare if unemployment assistance will be paid forthwith to a person (details supplied) in County Clare.

The person concerned ceased to sign the unemployment register on 12 November 1991. He was being paid at the maximum long term rate until that date. He is currently in receipt of supplementary welfare allowance.

106 Mrs. Taylor-Quinn asked the Minister for Social Welfare if he will issue a free fuel allowance to a person (details supplied) in County Clare.

The person concerned was awarded free fuel allowance in November, shortly after he applied for it. A free fuel payment book was issued to his local post office.
