Ceist:308 Mr. Allen asked the Minister for the Environment if he will outline when the Government will sign and ratify the Council of Europe Charter on Local Self-Government.

The European Charter on Local Self-Government deals with various matters of relevance to the Government's programme of local government reform which is being implemented on a phased basis. The position in relation to the Charter is being kept under review as the reform programme develops and the question of possible signature and ratification will be considered when the programme is further advanced.
