Ceist:

334 Mr. Bell asked the Minister for the Environment if he will outline the responsible authority for the up-keep and maintenance of stop-cocks which are located on public roads and public footpaths in housing estates in (1) urban and (2) rural areas; if (a) home owners and (b) local authorities have any such responsibility; and if he will make a statement on the matter.

While the law provides that the up-keep and maintenance of water service pipes, including stop-cocks, is the responsibility of the owner or occupier of the premises served, there is also legal provision enabling Dublin, Dún Laoghaire and Cork Corporations to agree to maintain branch water pipes, or any particular part of the pipes, to any premises within their functional area.
