51 Mr. J. Higgins asked the Tánaiste and Minister for Foreign Affairs the name of the partnership programme manager appointed to his Department; the names of the special advisers, if any, appointed; the qualifications of the people so appointed; and the remuneration involved in each case.

52 Mr. J. Higgins asked the Tánaiste and Minister for Foreign Affairs the number of people appointed by him to his constituency office; the qualifications of those so appointed; and the remuneration involved in each case.

I propose to answer Questions Nos. 51 and 52 together.

As indicated in reply to a separate question on 10 February, I propose in my capacity as Minister for Foreign Affairs to appoint a special adviser (Mr. Fergus Finlay) and a constituency personal assistant (Ms. Maeve Sweeney). Mr. Finlay will act as partnership programme manager in the Department of Foreign Affairs. Both individuals are well experienced in their areas of responsibility; discussions on the terms and conditions for the appointments are continuing.

Three civil servants — an executive officer, a clerical officer and a clerical assistant — have been assigned to my constituency office in the Department of Foreign Affairs.

In relation to the Office of Tánaiste, I propose to appoint a programme manager co-ordinator (Mr. Gregory Sparks) and a personal assistant (Ms. Sally Clarke). Both individuals are also fully experienced in their areas of responsibility; discussions on the terms and conditions for the appointments are continuing. I also propose in due course to appoint a small number of additional staff to the Office of Tánaiste for research and policy advice purposes.
