Ceist:

31 Ms. Keogh asked the Minister for the Environment whether the new procedures proposed in the Programme for Partnership Government 1993-1997 which will require Departments and State Agencies to comply with information procedures contained in the planning laws, will authorise planning authorities to either approve or disapprove or refuse planning permission or to place any condition thereon.

52 Ms. Keogh asked the Minister for the Environment the meaning of the commitment in the Programme for Partnership Government 1993-1997 that Departments and State agencies will be directed to comply to the maximum possible extent, consistent with the needs of the services that they must provide, with the requirements of good planning; and if he will make a statement on the matter.

I propose to take Questions Nos. 31 and 52 together.

Work is under way in my Department on the preparation of detailed legislative proposals to give effect to the commitments in the Programme for a Partnership Government in relation to development by State authorities. These proposals will be finalised in light of the outcome of the appeal to the Supreme Court in the proceedings relating to the proposed visitor centre at Mullaghmore, County Clare. Pending consideration of the proposals by the Government it would be inappropriate to give details of them.
