Written Answers. - Tramore (Waterford) Treatment Plant.

33 Mr. Deasy asked the Minister for the Environment if any further studies are envisaged in relation to the proposed sewage treatment plant for Tramore, County Waterford, in view of the concern expressed by local inhabitants and environmental groups.

45 Mr. Deasy asked the Minister for the Environment if the report from the Southern Regional Fisheries Board was taken into consideration in relation to the proposed location of the sewerage outfall pipe from Tramore sewage treatment plant, County Waterford; when he made a decision to approve the proposal from Waterford County Council regarding the location of the pipe; and the reason he declined the advice of the board.

I propose to take Questions Nos. 33 and 45 together.

Environmental impact assessment, in accordance with the Local Government (Planning and Development) Regulations, 1990, has already been carried out on the Tramore sewerage scheme, which is being promoted by Waterford County Council. In compliance with statutory requirements, the County Council published a notice on 4 March, 1992, advising the public that the environmental impact study had been completed and that submissions/observations could be made to the Minister for the Environment within one month of that date. A number of submissions were received within the prescribed period. A number were also received after the expiration of this period and therefore could not be considered. No submission from the Southern Regional Fisheries Board was received at any stage.

Having assessed the EIS and all submissions made within the prescribed period, I certified on 14 December 1992 that, subject to two modifications which I prescribed, the proposed scheme would not, in my opinion, have significant adverse effects on the environment. The modifications relate to relocation of the sludge dewatering building and incorporation of odour controls, and to the construction of the stage 1 treatment unit in the stage 2 location.
