231 Mr. J. Bruton asked the Minister for the Environment the detailed terms and conditions under which his Department received technical assistance amounting to 6.1 million ECU within the operational programme on peripherality; if he will give details of each project for which it was used; if a copy of the study or studies carried out was supplied to the European Commission; if a copy is available for inspection by members of the public; and, if not, the reason therefor. European Commission approval of the Operational Programme on Peripherality 1989 to 1993 was conditional on the objectives quoted in the programme being quantified more explicitly, project selection procedures being elucidated and a progress monitoring system being defined. A provision of up to 8 million ECU was included in the programme for this purpose. Based on an expert report commissioned by the European Commission, a technical assistance programme to meet these objectives was agreed with the Commission and approved by the Programme Monitoring Committee in March 1991. Implementation of that programme was overseen by a steering committee comprised of the European Commission, the external evaluator to the Operational Programme and the Government Departments concerned.

At present, the final report on the implementation of the technical assistance programme is being prepared detailing all projects, studies etc., which have been undertaken. When this report has been approved by the Programme Monitoring Committee, copies will be made generally available and a copy provided to the Oireachtas Library.

Studies supported by the technical assistance programme, and already published, include the Dublin Transportation Initiative and the Port Access and Eastern Relief Route Study.
