Written Answers. - Safety at Educational Institutions.

Ceist:

215 Mr. T. Kitt asked the Minister for Education if she will ensure that all third-level colleges, universities, regional technical colleges and the Dublin Institute of Technology put in place a safety statement and/or a consultation mechanism such as safety representatives, as required by law under the Safety, Health and Welfare at Work Act, 1989. [13061/95]

As employers, the management of third level colleges including the universities, regional technical colleges (RTCs) and the Dublin Institute of Technology (DIT) have the primary responsibility for the implementation of the provisions of the legislation in question. My Department has recently approved the creation of a new senior management post of buildings officer in the regional technical colleges and Dublin Institute of Technology with responsibility for all aspects of college buildings including the requirements of health and safety legislation. Similar posts already exist in the Universities.

I would like to point out that the National Authority for Occupational Safety and Health, which reports to the Minister for Enterprise and Employment, is the agency with the statutory function of making adequate arrangements for the enforcement of the provisions in question.
