Written Answers. - Adult Literacy and Numeracy Programmes.

59 Mr. E. Byrne asked the Minister for Education the plans, if any, she has for the further provision of adult literacy and numeracy programmes; the plans, if any, she has to further co-ordinate the activities of those organisations providing such programmes; and if she will make a statement on the matter. My Department has provided substantial additional funding in recent years for the adult literacy and community education scheme which is the Department's main instrument for helping adults who have literacy problems. It has also provided substantial increases in funding for the special initiatives for disadvantaged adults scheme which is a related scheme.

Literacy and numeracy tuition is also provided under other programmes such as Youthreach and the vocational training opportunities scheme. These schemes have been expanded significantly in recent years as well. I am committed to further expansion of all these schemes to meet demand as resources permit.
My Department is keeping the operation and effectiveness of the schemes under ongoing review, including the issue of co-ordination. This is being done in consultation with those who are operating the schemes and with the National Adult Literacy Agency which plays an important role in this area.
The new structures which are to be put in place arising from the education White Paper will, as indicated in the White Paper, have responsibility for co-ordination at various levels of the programmes in question here.
As indicated previously, a national literacy survey has been commissioned as part of an international initiative. The report from this, which is due next year, will help greatly in charting the way ahead in the adult literacy area.
