150 Mr. Gregory asked the Minister for Education the national lottery funding, if any, allocated to the Croke Park redevelopment project; the time-scale for its allocation; the specific purpose for which it is to be used; the conditions, if any, attached to its expenditure; the grounds, if any, on which it can be retracted; and the criteria, if any, particularly related to community participation and development for this type of funding. I propose to take Questions Nos. 134 and 150 together.

A grant of £5 million was allocated by the Minister for Finance in the 1994 budget towards the cost of the construction of the Cusack stand. This grant was administered under my Department's major sports facilities scheme and was subject to the normal terms and conditions applicable to all Exchequer funded capital projects. These include the requirement that the facility being grant aided must be available to the public. Grants under this programme are payable on the basis of consultants certificates as construction work proceeds and the grant in the case of this project was paid in two instalments — £4.9 million in September 1994 and £100,000 in October 1995.

Cumann Luthchleas Gael executed a deed of trust in favour of the Minister for Education to the value of the grant. This deed of trust provides, inter alia, for a refund of the grant in the event of the complex not continuing to be used for the purpose for which the grant was allocated. Such deeds of trust are executed in all capital projects where the grant exceeds £40,000.
