119 Mr. N. Ahern asked the Minister for Education her views on the situation in a school (details supplied) in Dublin 9 where, due to the illness of a teacher, the pupils have had a succession of eight temporary substitute teachers; the system in place in this regard; and the action, if any, which can be taken in this case in view of the fact that the lack of continuity is having a negative effect on the progress and concentration of the pupils. It has been brought to my attention that there has been a high turnover of substitute teachers at the school to which the Deputy refers. I appreciate this is an unsatisfactory situation. A teacher who is in receipt of salary while absent can be replaced only by a substitute teacher. The appointment of staff to a primary school is a matter for the board of management of the school. Accordingly, disquiet among parents in this matter should be brought to the attention of the school's board of management in the first instance.
