95 Mr. R. Bruton asked the Minister for Finance the amount it would cost to introduce an exemption from stamp duty on the first £30,000 of the value of a house for first-time buyers; and if he will make a statement on the matter. [15219/97]

I am informed by the Revenue Commissioners that the estimated cost to the Exchequer of introducing an exemption from stamp duty on the first £30,000 of the value of a house for first-time buyers is £14 million. As data is not available to enable a reliable costing to be made, this figure is tentative. However, it should be pointed out that there is no guarantee that the benefit of this reduction in stamp duty would be passed on to the first-time purchaser.
