Michael Ring

Ceist:

148 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid his 1997 cattle and cow premia. [21927/97]

The person named applied for grants under the 1997 cattle headage and the 1997 suckler cow premium schemes on 30 May 1997. His applications cannot be processed further because of a problem with an incorrect tag number listed thereon. The person named was informed of the problem and the local livestock office of my Department is awaiting further documentation from him.

149 Mr. Moynihan asked the Minister for Agriculture and Food when his Department will pay a suckler cow premium for each of the years from 1992 to 1994 to a person (details supplied) in County Cork. [21951/97]

My Department is not satisfied that the person named operated a separate unit from that of her husband for the years outlined in the question by the Deputy. Her husband was a milk supplier for the years concerned and as his milk quota was not less than 12,819 gallons for 1992 or 25,638 gallons for 1993 and 1994 she was deemed to be ineligible for the suckler cow premium for 1992, 1993 and 1994. The matter is being further investigated.

150 Mr. Penrose asked the Minister for Agriculture and Food the reason his Department did not pay a suckler cow premium for each of the years 1994 and 1995 to a person (details supplied) in County Offaly; if his Department will authorise this payment; and if he will make a statement on the matter. My Department is not satisfied that the person named had in his ownership and possession the 21 cows listed on his application under the 1994 suckler cow premium scheme, or maintained them for the six months retention period, as 20 of the cows includes on this application were tested in another herd on 13 August 1994. The person named was notified of this on 24 March 1995 and given an opportunity to make a statement on the matter in writing if he so wished. To date no additional information has been received in my Department from the person named.

In the absence of a response the person named has to be deemed ineligible for the 1994 scheme and he may also be debarred from the 1995 scheme. He was paid 1995 suckler cow premium grants amounting to £2,597.30 on 19 cows plus extensification premium on these cows amounting to £556.51. It is likely that these grants will have to be recovered. My Department will be writing to the person named on the matter shortly.

John V. Farrelly

151 Mr. Farrelly asked the Minister for Agriculture and Food when area aid payment will be made to a person (details supplied) in County Meath; and if he will make a statement on the matter. [21953/97]

The following payments have now issued to the person named: £1,100 in respect of 1997 sheep headage application, £2,250 in respect of 1997 beef cow application and £4,206.90 in respect of 1997 suckler cow application.

152 Mr. Perry asked the Minister for Agriculture and Food if he will grant payment to a person (details supplied) in County Sligo for two animals in view of the fact that when completing his 1997 application he made an error by duplicating two tag numbers, he is 65 years of age and was hospitalised earlier in the year and was somewhat confused with the application form. The person named listed 15 tag numbers two of which were duplicates, on his 1997 suckler cow premium scheme application form dated 27 May 1997. This was considered an innocent error and the duplicates were deleted. An advance payment was then made on 13 cows without penalty.

If the person named wishes his case to be considered further he should contact the local livestock office of my Department outlining his case in writing. He should enclose any supporting documentation which he considers relevant.

153 Mr. Sheehan asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will have his area aid file cleared and payment of his cattle headage, suckler cow and beef premim grants issued to him. [22160/97]

The following payments have now issued to the person named: £704.84 in respect of 1997 cattle headage application and £216.40 in respect of 1997 special beef premium application. The person named did not apply for premium under the 1997 suckler cow premium scheme.

The person named will be paid his full entitlement under the 1997 cattle headage scheme and an advance payment under the 1997 suckler cow premium scheme before Christmas.

The person named was an applicant under the 1997 sheep schemes only. The following payments have now issued to the person named: £2,000 in respect of 1997 sheep headage application and £2,570.39, first instalment, and £1,004.03, second instalment, in respect of 1997 ewe premium application.

157 Mr. Ring asked the Minister for Agriculture and Food when a person (details supplied) in County Mayo will be paid his 1997 cattle headage grants. [22167/97]

The 1997 area aid application of the person named was received by my Department on 10 June 1997. As this was outside the extended closing date for receipt of area aid applications, the application for the 1997 cattle headage scheme has attracted a 100 per cent penalty and the person named will consequently not receive any grants under this scheme.

160 Mr. Ring asked the Minister for Agriculture and Food whether a person (details supplied) in County Mayo will have to incur the expense of getting an animal re-tested in order to get a replacement card in view of the fact that he believes that the Department's Portlaoise office lost the card and the animal has already tested clear recently. A new cattle identity card was issued to the person in question on 4 December and it will not be necessary to retest this animal.

The following payments have now issued to the person named: £280 in respect of 1997 cattle headage application and £168.27 in respect of 1997 suckler cow application. The person named submitted a 1997 area aid application on 9 May 1997 on which he declared 7.68 hectares.

165 Mr. Belton asked the Minister for Agriculture and Food the reason there has been delay in paying 1996 cattle headage grants to a person (details supplied) in County Roscommon; and when payment will be made. [22178/97]

The person named applied on three animals under the 1996 cattle headage scheme. However, as the person named failed to comply with clause 20 of the terms and conditions governing this scheme which requires that each producer must have submitted a 1996 area aid application in order to receive grants he is not entitled to any headage grants under this scheme.

167 Mr. Creed asked the Minister for Agriculture and Food when a person (details supplied) in County Cork will be paid his 1997 area aid, cattle headage, suckler cow and beef premium grants. [22180/97]

The person named was paid his full entitlement of £2103.45 under the 1997 suckler cow scheme on 28 November 1997.

He will be paid his full entitlement under the 1997 cattle headage scheme shortly. Payment of his 1997 special beef premium grant will not issue until January 1998 at the earliest, subject to the usual area aid and stocking density requirements.

168 Mr. Ring asked the Minister for Agriculture and Food whether the farmers who have leased commonage in their REP scheme applications have to be inspected again before payment will issue. [22181/97]

These applications will be accepted provided they meet all the REPS conditions and there will not be an inspection before payment.

169 Mr. Ring asked the Minister for Agriculture and Food when the 89 farmers nationwide who have leased commonage in their REPS applications, 66 of whom are in County Mayo, will be paid; the number, if any, who have received payment; and, if not, the length of time payment will take. [22182/97]

172 Mr. Ring asked the Minister for Agriculture and Food the amount of money, nationwide and in County Mayo, which is outstanding in REPS payments to farmers who have leased commonage in their applications. [22185/97]

I propose to take Questions Nos. 169 and 172 together.

As the Deputy is aware a solution has been agreed in these cases. Payments have been processed for three of the cases concerned. With regard to the remainder payments will be made on a case by case basis as soon as details relating to leases and certain other aspects have been clarified. Payment will be made as soon as possible by my Department but the length of time will ultimately be determined on the availability of these details and clarifications.

As the REPS is an area payment it is not possible in the absence of clarification of details on the leases to quantify the amount of money which will be due to the farmers in question.
