Ceist:

288 Mr. Stanton asked the Minister for Education and Science the amount of money paid by his Department to schools and other bodies to set up and support book rental schemes for each year since the beginning of these schemes; the schools and other bodies in receipt of this support; the amount allocated and spent by each body; his views on the operation of the scheme; and if he will make a statement on the matter. A report by Cooney-Carey Consultants in 1994, commissioned by my Department, concluded that book rental schemes offer the most practical method of curtailing the cost of school books to parents at primary and post-primary levels.

In the circumstances, in the 1994-95 school year at primary level, the scheme of grants towards the cost of school textbooks was extended to include grants for schools designated as disadvantaged who chose to operate loan-rental schemes. The scheme was further extended in the 1995-96 school year to all primary schools who chose to operate loan-rental schemes.

Since 1994 additional grants have been provided to certain vocational education committees and certain second level schools which have been officially designated as disadvantaged to assist them in the introduction of book loan-rental schemes for needy pupils. Details of these grant allocations are set out in the following appendix. In addition, allocations under the general second level school books for needy pupils grant scheme may be used by schools towards text book rental charges for needy pupils.

While I appreciate that there are administrative implications in the operation of school book rental schemes, I encourage school management authorities and principals to adopt to the greatest extent possible, the suggestions for text book loan-rental schemes as outlined in the consultant's report, which was circulated to all schools and in my Department's circulars.

The following table sets out the amounts paid at primary level towards loan rental schemes since 1994-95. Data on individual primary schools who receive assistance under the loan-rental scheme is not readily available as in excess of 1,000 primary schools receive such assistance.
